Prop 28 - Annual Report

Beginning in the 2023-2024 school year, Proposition 28 provided approximately $1.9 million to increase Arts Education in the Baldwin Park Unified School District. Proposition 28 mandates that a minimum of 80% of each school's allocation must be spent on staffing, including certificated or classified District employees.

In the summer of 2023, a collaborative process was implemented with district personnel and VAPA educators to seek feedback on fund allocation. A summer committee was formed to develop recommendations for increasing equity and access to arts education across the District.

The committee proposed the following projects to be funded by Proposition 28:

  1. Hiring itinerant elementary art teachers to implement a visual arts program at all elementary sites.
  2. Expanding the elementary music program (Band and Orchestra) by hiring additional music personnel.
  3. Introducing a middle school art elective course that aligns with high school art courses.
  4. Hiring drama teachers to enhance theatre programs at secondary schools.
  5. Employing an art teacher at the Continuation High School to offer VAPA electives.
  6. Hiring certificated personnel to manage a Maker Space at middle school sites, specifically integrating art into the social studies curriculum.

Based on the committee's recommendations, schools utilized the 2023-2024 academic year as a planning period for the 2024-2025 school year. During this budget development period, school principals received clear guidance on how to spend Proposition 28 funds. 

 

The following plans will be executed during the 2024-2025 school year: 

  • Itinerant elementary art teachers will provide art instruction to all elementary students from TK to 5th grade.
  • A Drama teacher will offer theatre instruction at Sierra Vista Middle School and Sierra Vista High School.
  • An Art elective will be created at North Park Continuation School to provide students with access to a VAPA elective.
Efforts will continue to implement additional recommendations.
